* Section 9 article a, (v) says that there will be no cutaways to cadidates who are not currently answering a question.

Conclusion: this means we wouldn't see Bush's constant blinking as he concentrated on the earpiece feeds. (could be a reach)

Section 9 article a, (vi) says that the camera in the rear may only be used to take shots of the moderator.

Conclusion: Bush campaign was anticipating no rear shots whatsoever and this is what prompted them to hide the bulge in his back which otherwise wouldn't be the first place to hide something like this.
Indeed, every shot of the bulge came from a rear camera shot of Bush which the public was not supposed to see. Had the TV producers followed this rule, we would never have seen the bulge.

Section 9 article a, (x) says that each candidate must be allocated one hour of "Briefing" time and extreme measures are taken to safeguard secrecy during this time.

Conclusion: This may indeed be a bit of a stretch but I can tell you from experience as a software engineer that you never ever perform a live demonstration of any technology before an audience unless you
first test it in that setting.

Section 9 article a, (xiv) says that each candidate is permitted to have one staff member "in the wings or in the immediate backstage area during the debate"... All other staff must vacate this area.

Conclusion: This is by far the most damning evidence yet and I can't believe this hasn't been pointed out. What is the explanation for the necessity of this person and why must everyone else vacate the area?
Who wrote this rule? Note that exceptions are made for secret service and medical advisors for Dick and Bush so this is obviously not the reason.

Section 9 article a, (xvi) says that each candidate may have a photographer in the wings but they may _not_ take photos during the debate itself.

Conclusion: So they don't take photos of the bulge of course

Section 9 article b, says that camera positions must be agreed upon and communicated to both parties. Article c states that, during the 2nd debate, a roving camera can be used but can only show audience members _while_ they are asking a question.

Section 11, article d, says that each candidate will have access to a direct feed from the television production to 2 monitors located in the private seclusion of the dressing room area.

Conslusion: this is where people are feeding the person "in the wings" who is feeding Bush.

Read it yourself - you be the judge. Who insisted on these specific rules? Are they a departure from past debate rules? Keep the story alive - the real conspiracy is why the main-stream press isn't pushing harder. Are they afraid to ask Bush directly? They weren't afraid to ask Clinton about DNA on a blue dress!
